D.  MILPER MESSAGE 11-306, CHANGES TO POINT DISTRIBUTION UNDER MILITARY EDUCATION FOR THE SEMI-CENTRALIZED PROMOTION SYSTEM DATE, DTD 4 OCTOBER 2011.

E.  THIS MESSAGE APPLIES ONLY TO ACTIVE COMPONENT.

1.  THIS MILPER MESSAGE WILL EXPIRE WHEN SUPERSEDED OR RESCINDED.

2.  THIS MESSAGE ANNOUNCES THE 5 DECEMBER 2011 RELEASE OF THE ADDED FEATURES TO THE PROMOTION POINT WORKSHEET (PPW) SYSTEM AS OF 23 NOVEMBER 2011.  USERS WILL SEE SIGNIFICANT CHANGES TO THE PPW FORM ITSELF. THE FORM IS BROKEN INTO FIVE DISTINCT SECTIONS (PREVIOUSLY 2).  THE SECTIONS ARE: MILITARY TRAINING, AWARDS AND DECORATIONS, MILITARY EDUCATION, CIVILIAN EDUCATION, AND TOTAL POINTS.  THE UPDATED VERSION IS BE EFFECTIVE FOR PROMOTION EFFECTIVE DATES OF 1 JANUARY 2012 AND THEREAFTER.  CHANGES WILL NOT AFFECT OFFICIAL POINTS REPORTED PRIOR TO 5 DECEMBER 2011.

3.  TO HELP LOCATE DATA AND UNDERSTAND POINT DISTRIBUTION, USERS WILL SEE BETTER DEFINED SUBSECTIONS AS NOTED ABOVE.  CHANGES INCLUDE THE PREVIOUSLY ANNOUNCED MAXIMUM VALUES UNDER MILITARY EDUCATION (PROFESSIONAL NCOES, RESIDENT MILITARY TRAINING, AND COMPUTER BASED TRAINING), A NEW SUBSECTION FOR AIRBORNE ADVANTAGE UNDER AWARDS AND DECORATIONS, ADDITIONAL SUBSECTIONS, ADDED COMPLETION DATES FOR DEFENSE LANGUAGE PROFICIENCY TEST (DLPT) AND DEGREE COMPLETION UNDER CIVILIAN EDUCATION.  IN ADDITION, THE
FORM WILL NOW INCLUDE BASIC PROMOTION DATA – DOR, BASD, AND INELIGIBLE REASONS.

4. THERE ARE SEVERAL ADDED ENHANCEMENTS TO THE PPW SYSTEM.  ALL USERS WILL HAVE THE OPTION TO:

A.  VIEW UPCOMING POINT ADJUSTMENTS WHICH ARE USED TO RECALCULATE SOLDIERS PROMOTION POINTS IAW THE UPCOMING POINT DISTRIBUTION CHANGES UNDER MILITARY EDUCATION.  THIS IS ONLY USED AS A TOOL TO PREDICT WHAT THE SOLDIER’S OFFICIAL RECORD MAY LOOK LIKE AS OF 5 DECEMBER 2011 AND WILL BE DISABLED WHEN NO LONGER APPLICABLE.

B.  VIEW WHEN A SOLDIER IS NOT ELIGIBLE FOR INTEGRATION OR REMOVED FROM THE STANDING LIST BY PPW. THE RECORD WILL NOW LIST THE REASON WHY.  SOME EXAMPLES OF NON-ELGIBLE REASONS ARE:  “MIL_ED” – COMPETING FOR SSG AND MEL/MES DOES NOT SHOW GRADUATED ON THE ERB; “APFT” REPORTED APFT SCORE IS BELOW 180 OR IS BEYOND 12 MONTHS/EXPIRED; “TIS/TIG” DOES NOT MEET MINIMUM MONTHS OF SERVICE OR GRADE FOR PROMOTION; “FLAG” – SOLDIER IS FLAGGED.  SEE AR 600-8-19 FOR MORE INFORMATION ON ELIGIBILITY REQUIREMENTS.

C. VIEW WHEN THE APFT DATE WILL EXPIRE AND THE NUMBER OF DAYS (###) REMAINING UNTIL THE SOLDIER IS AUTOMATICALLY REMOVED FROM PROMOTION STANDING LIST DUE TO EXPIRED APFT.

D. TRACK THE DATE A SOLDIER’S WEAPON QUALIFICATION WILL EXPIRE AND THE NUMBER OF DAYS (###) REMAINING UNTIL THE WEAPONS QUALIFICATION POINTS ARE REMOVED FROM THE OFFICIAL PROMOTION POINT RECORD.

E.  VIEW A REPORT REFLECTING THE LAST DATE A SOLDIER LOGS INTO PPW AND THE AKO ID OF WHO MANUALLY INTEGRATES OR REMOVES A SOLDIER FROM THE PROMOTION STANDING LIST (AS APPLICABLE).

5.   IN ADDITION, THE S1/MPD WILL HAVE AN ENHANCED S1 REPORT. THE NEW REPORT WILL  INCLUDE SORTING CAPABILITY, INELIGIBILITY REASONS, AND APFT EXPIRATION DATES.  IN ADDITION, THE S1 REPORT WILL SHOW A SOLDIER AS “RED” WHEN A SOLDIER’S ERB REPORTS AN EXPIRED APFT OR WITHIN 30 DAYS OF EXPIRATION.  FURTHERMORE, THROUGH THE NEW “PPW RECORD” OPTION ON THE ADMIN MENU, S1/MPD USERS CAN RETRIEVE ARCHIVED OFFICIAL PPW RECORDS ON PROMOTED SOLDIERS.

6.  CHANGES TO BOTH THE PPW USER MANUAL AND THE FREQUENTLY ASKED QUESTIONS (FAQ’S) WILL INCORPORATE THESE AFOREMENTIONED CHANGES.
