ELIMINATION OF NCOES WAIVERS FOR PROMOTION CONSIDERATION TO SFC AND MSG

A.  HQDA MEMORANDUM (SAMR), SUBJECT: ENLISTED PERSONNEL POLICIES IN SUPPORT OF THE ARMY LEADER DEVELOPMENT STRATEGY (ALDS) 25 FEB 11

B.  ARMY REGULATION 600-8-19, ENLISTED PROMOTIONS AND REDUCTIONS, 20 MAR 08

1.  THIS MESSAGE APPLIES TO ALL ACTIVE ARMY AND ACTIVE GUARD RESERVE (US ARMY RESERVE) ENLISTED SOLDIERS.

2.  EFFECTIVE 1 OCTOBER 2011, SOLDIERS MUST BE GRADUATES OF THE PRESCRIBED LEVEL OF NCOES IN ORDER TO BE OTHERWISE ELIGIBLE FOR PROMOTION CONSIDERATION TO MSG AND SFC (REF A).

A.  SOLDIERS MUST BE GRADUATES OF THE SENIOR LEADERS COURSE (SLC) TO BE ELIGIBLE TO COMPETE FOR MSG SELECTION.

B.  SOLDIERS MUST BE GRADUATES OF THE ADVANCED LEADERS COURSE (ALC) TO BE ELIGIBLE TO COMPETE FOR SFC SELECTION.

3.  SOLDIERS UNABLE TO COMPLETE SLC OR ALC DUE TO MEDICAL CONDITIONS INCURRED DURING OIF/OEF/OND MAY SUBMIT A REQUEST SEEKING AN EXCEPTION TO POLICY FOR PROMOTION ELIGIBILITY.  REQUESTS MAY BE INITIATED ONLY AFTER THE BOARD MILPER MESSAGE IS RELEASED.  IN ALL CASES, THE INJURY MUST PERMANENTLY PROHIBIT THE SOLDIER FROM COMPLETING THE COURSE REQUIREMENTS.  REQUESTS FOR EXCEPTION TO POLICY MUST BE SIGNED BY THE FIRST COLONEL IN THE CHAIN OF COMMAND AND BE ACCOMPANIED BY SUPPORTING DOCUMENTATION. SEND REQUESTS TO HRC, MILITARY SCHOOLS BRANCH AT HRC-EPMD-NCOES OPERATIONS@CONUS.ARMY.MIL.  UPON RECEIPT, REQUESTS WILL BE COORDINATED WITH THE DCS, G3 (DAMO-TR) FOR APPROVAL.
