1. THIS MILPER MESSAGE WILL EXPIRE WHEN SUPERSEDED OR RESCINDED.

2. THIS MESSAGE IDENTIFIES APPROVED CHANGES WITHIN THE MILITARY EDUCATION SECTION UNDER SEMI-CENTRALIZED PROMOTIONS AND PROVIDES ADDITIONAL GUIDANCE ON MILITARY EDUCATION FOR SEMI-CENTRALIZED PROMOTIONS EFFECTIVE1 JANUARY 2012.

3. SOLDIERS WILL SEE AN ADJUSTMENT IN PROMOTION POINT DISTRIBUTION FOR MILITARY EDUCATION TO FACILITATE THE LEADER DEVELOPMENT IMPERATIVE; ENSURING SOLDIERS OBTAIN THE RIGHT MIX OF DEVELOPMENTAL OPPORTUNITIES AT THE RIGHT TIME IN THEIR CAREERS.

A. MILITARY EDUCATION WILL BE DIVIDED INTO THE FOLLOWING THREE CATEGORIES:  PROFESSIONAL MILITARY EDUCATION (NCOES), RESIDENT MILITARY TRAINING AND COMPUTER BASED TRAINING.

B. IN ADDITION EACH OF THESE CATEGORIES WILL NOW INCLUDE A MAXIMUM POINT VALUE TO ENSURE THE ARMY IS PROMOTING THE BEST QUALIFIED SOLDIERS WHO ARE BOTH PROFESSIONALLY TRAINED (NCOES) AND HAVE A BALANCE OF TRAINING BETWEEN BOTH RESIDENT AND NON-RESIDENT (COMPUTER BASED).

4. CATEGORY 1 – PROFESSIONAL MILITARY EDUCATION.  INCLUDES APPROPRIATE NCOES AND RELATED ACADEMIC AND/OR LEADERSHIP ACHIEVEMENTS. THE MAXIMUM POINTS IN THIS SECTION WILL BE 104 FOR PROMOTION TO SGT AND 112 FOR PROMOTION TO SSG. POINTS WILL BE EQUIVALENT TO THE LEVEL OF ACADEMIC OR LEADERSHIP ACHIEVEMENT UPON GRADUATION OF APPROPRIATE NCOES, BUT POINT VALUES READJUSTED AS FOLLOWS:

A. WHEN COMPETING FOR SELECTION TO SGT:  WLC GRADUATES WILL CONTINUE TO RECEIVE 80 PROMOTION POINTS. UNLESS RECOGNIZED AS A MEMBER OF THE COMMANDANT’S LIST, THEY WILL THEN RECEIVE 92 PROMOTION POINTS. IN ORDER TO RECEIVE THE MAXIMUM POINTS OF 104 IN THIS CATEGORY THE SOLDIER MUST HAVE ACHIEVED DISTINGUISHED HONOR GRADUATE STATUS OR BE IDENTIFIED AS THE DISTINGUISHED LEADERSHIP GRADUATE.

B. WHEN COMPETING FOR SELECTION TO SSG: WLC GRADUATES WILL CONTINUE TO RECEIVE NO PROMOTION POINTS. ALC GRADUATES WILL NOW RECEIVE 90 PROMOTION POINTS. IF RECOGNIZED AS HAVING ACHIEVED COMMANDANT’S LIST, THEY WILL NOW RECEIVE 101 PROMOTION POINTS. IN ORDER TO RECEIVE THE MAXIMUM POINTS OF 112 IN THIS CATEGORY THE SOLDIER MUST HAVE ACHIEVED DISTINGUISHED HONOR GRADUATE STATUS OR BE IDENTIFIED AS THE DISTINGUISHED LEADERSHIP GRADUATE.

5. CATEGORY 2 – RESIDENT MILITARY TRAINING. INCLUDES ALL RESIDENT MILITARY TRAINING COURSES LISTED IN ATRRS; DA FORM 87 LIMITED TO SOLDIER TRAINING COURSES IN AR 350-1; AND ALL TAB-PRODUCING COURSES. MAXIMUM POINTS IN THIS SECTION IS 78 POINTS FOR PROMOTION TO SGT AND 84 POINTS FOR PROMOTION TO SSG.

A. IF A RESIDENT COURSE IS MISSING FROM THE SOLDIER’S ATRRS TRANSCRIPT, SOLDIERS MUST CONTACT THE SCHOOL THAT ADMINISTERED THE COURSE AND REQUEST AN UPDATE TO THEIR ATRRS RECORDS. SCHOOL CONTACT INFORMATION IS IN THE ATRRS COURSE CATALOG AT HTTPS://WWW.ATRRS.ARMY.MIL/ATRRSCC/. WHILE S-1’S MAY ASSIST SOLDIERS WITH THIS, IT ULTIMATELY REMAINS THE RESPONSIBILITY OF THE INDIVIDUAL SOLDIER TO ENSURE THEIR RECORDS ARE ACCURATE AND UPDATED.

B. TRAINING COMPLETIONS CAN ONLY BE ADDED TO THE ATRRS TRANSCRIPT BY THE SCHOOL THAT TEACHES THE COURSE IF THE COURSE WAS COMPLETED WITHIN THE LAST FIVE FISCAL YEARS. EACH YEAR, THE OLDEST YEAR IS ARCHIVED. FOR EXAMPLE: FY 06 WILL BE ARCHIVED IN THE FALL OF 2011, FY 07 WILL BE ARCHIVED IN THE FALL OF 2012, ETC.

C. RESIDENT COURSES NOT TRACKED BY A SCHOOL IN ATRRS, SUCH AS LOCAL INSTALLATION COURSES (AR 350-1, PARA 4-14), NEED TO BE ADDED TO THE ERB VIA EMILPO, NOT THROUGH ATRRS.

D. THE ONLY TIME TO CONTACT ATRRS IS WHEN THE COURSE EXISTS ON THE ATRRS RECORD FOR AN ARCHIVED YEAR, BUT IS LISTED INACCURATELY.

6. CATEGORY 3 – COMPUTER BASED TRAINING. ALL NON-RESIDENT MILITARY TRAINING INCLUDING ARMY CORRESPONDENCE COURSE PROGRAM (ACCP), DISTANCE LEARNING (DL) AND ARMY E-LEARNING. THE MAXIMUM POINTS IN THIS CATEGORY IS ADJUSTED TO 78 POINTS FOR PROMOTION TO SGT AND 84 POINTS FOR PROMOTION TO SSG.

A. PROMOTION POINTS ARE ONLY AWARDED FOR COMPLETED CORRESPONDENCE COURSES, COMPUTER-BASED TRAINING AND/OR ARMY E-LEARNING COURSES RECORDED ON THE SOLDIERS ATRRS TRANSCRIPT. NO PROMOTION POINTS ARE GIVEN FOR SUB-COURSES. IT IS IMPORTANT THE SOLDIER, S1, AND OR MPD ENSURE CORRESPONDENCE COURSES ARE ENTERED INTO EMILPO CORRECTLY, AND VERIFY THE CORRECT NUMBER OF HOURS IS AWARDED WITH EACH COURSE COMPLETION. THE SOURCE DOCUMENT TO VERIFY COURSE COMPLETION AND THE HOURS, IS THE ATRRS TRANSCRIPT. ADDITIONAL VALIDATION WILL ONLY BE REQUIRED IF COURSES ARE REFLECTED ON THE ATRRS TRANSCRIPT WHEN ONLY PARTIAL DATA IS VISIBLE DUE TO THE ARCHIVED YEARS (I.E. ONLY THE COURSE NUMBER IS VISIBLE OR THE HOURS ARE NOT SHOWN).  SUPPLEMENTAL PROOF MAY BE VALIDATED BY THE SOLDIER USING THE COMPLETION NOTICE, COURSE CERTIFICATE OR RECORD OF HISTORICAL ENROLLMENT FROM HTTP://WWW.TRAIN.ARMY.MIL/.

(1) PROMOTION DATA FOR THE PERIOD BETWEEN 1 JUNE AND 1 SEPTEMBER 2011 IDENTIFIED A NUMBER OF SOLDIERS WHOSE PROMOTIONS WERE EITHER DELAYED OR INVALIDATED DUE TO INCORRECT DATA ENTRIES OR OVERINFLATED CORRESPONDENCE COURSE HOURS.  THESE SOLDIERS WERE AUDITED AND FLAGGED.  BDE/BN S1 PERSONNEL MUST REVIEW THEIR AAA-095, SUSPENSION OF FAVORABLE PERSONNEL ACTIONS MANAGEMENT REPORT TO IDENTIFY SOLDIERS WITH A FLAG CODE OF “FA” AND SEND PROOF OF CORRESPONDENCE COURSES TO THIS OFFICE (HRC.TAGD.JR.ENLISTEDPROMOTIONS@CONUS.ARMY.MIL.)TO VERIFY ELIGIBLITY OF CURRENT PROMOTION POINTS.

(2) COURSES WHICH WERE COMPLETED AFTER 23 DECEMBER 2010 SHOULD AUTO-POPULATE ON THE ERB AND THEN TRANSFER TO THE PPW IF THE COURSE IS AUTHORIZED PROMOTION POINTS. IT CAN TAKE UP TO 12 DAYS FROM THE DATE OF COURSE COMPLETION FOR THE POINTS TO POPULATE ONTO THE PPW.  DO NOT MANUALLY LOAD THESE COURSES INTO EMILPO UNLESS YOU HAVE VERIFIED THAT THIS AUTOMATIC PROCESS FAILED. ONLY UPON VERIFICATION THE COURSE DID NOT POPULATE ON THE ERB OR IN THE PPW, MAY THE S1/MPD OR PROMOTION WORK CENTER MANUALLY ENTER THAT COURSE IN EMILPO.

B. ALL DL COURSES COMPLETED PRIOR TO 23 DECEMBER 10 AND SOME COURSES COMPLETED BETWEEN 23 DECEMBER 2010 AND PRESENT, DUE TO AUTOMATION ERROR WILL NOT AUTO-POPULATE AND MUST BE ENTERED MANUALLY INTO EMILPO BY THE S1 USING THE APPROPRIATE COURSE CODE. THE CODES CAN BE FOUND AT

HTTPS://WWW.ASK.ARMY.MIL/DBHELPER/SEARCHDETAIL.ASPX?SNAME=CORCRS. S1/MPD AND PROMOTION WORK CENTERS NEED TO UPDATE ACCP ON EMILPO BY USING THE EDUCATION TAB ON THE MAIN MENU. THEN SELECT ACCP/DISTANCE LEARNING/E-LEARNING.

C. THERE ARE MANY ONLINE COURSES THAT ARE NOT TRACKED IN ATRRS. THESE COURSES CANNOT BE USED FOR PROMOTION POINTS.

7. THE FOLLOWING IS GUIDANCE FOR OBTAINING PROOF OF A COURSE, CERTIFICATES OR COURSE COMPLETIONS:

A. ARMY E-LEARNING CERTIFICATES AND ALC-CC (600-C45 (DL) MAY BE OBTAINED BY GOING TO THE ATRRS SELF DEVELOPMENT CENTER  HTTPS://WWW.ATRRS.ARMY.MIL/SELFDEVCTR.

B. CERTIFICATES FOR COURSES COMPLETED IN ALMS ARE OBTAINED BY GOING TO, HTTPS://WWW.LMS.ARMY.MIL/SABA/WEB/MAIN.   CLICK THE ‘DETAILED TRAINING RECORD’ BUTTON. THE MY TRANSCRIPT PAGE WILL APPEAR, WITH A LIST OF RECENTLY COMPLETED COURSEWARE VISIBLE. IF YOU NEED TO NARROW DOWN THE TRANSCRIPT RESULTS, USE THE COMPLETION DATE AFTER AND COMPLETION DATE BEFORE FIELDS THEN CLICK SEARCH. LOCATE THE COURSE THEN CLICK THE PRINT CERTIFICATE OF COMPLETION LINK UNDER THE COMPLETION STATUS COLUMN.

C. CERTIFICATES FOR COURSES TAKEN ON JKO CAN BE OBTAINED AT JKO. HTTP://JKO.JFCOM.MIL/. LOGIN WITH AKO USERNAME AND PASSWORD OR CAC LOGIN.

D. CERTIFICATES FOR RESIDENT COURSES MUST BE OBTAINED FROM THE SCHOOL THE SOLDIER ATTENDED.

E. ACCP COMPLETIONS ARE FOUND AT HTTP://WWW.TRAIN.ARMY.MIL. CLICK ON THE ACCESS ATIA LINK.  LOGIN WITH AKO USERNAME AND PASSWORD OR CAC LOGIN. CLICK ON THE ‘MY COURSES’ TAB AND THEN THE “MY HISTORICAL ENROLLMENTS” TAB.  IF CERTIFICATES ARE NOT ISSUED, THE SOLDIER WILL PRINT THE SCREEN AS PROOF.

F. SOLDIERS MAY ASK QUESTIONS ABOUT COURSE COMPLETIONS BY GOING TO THE ARMY TRAINING HELPDESK, HTTPS://ATHD.ARMY.MIL/.  LOGIN WITH AKO USERNAME AND PASSWORD. SELECT THE ‘SUBMIT A COMMENT/ASK A QUESTION’ TAB.

G. COURSE HOURS ARE DISPLAYED IN THE ATRRS COURSE CATALOG. THIS IS ONLY FOR COURSES THAT ARE NOT ARCHIVED, SEE PARA 5A.

8. THIS CHANGE AFFECTS PROMOTIONS FOR BOTH THE AC AND USAR EFFECTIVE 1 JANUARY 2012 AND THEREAFTER.

A. ACTIVE COMPONENT SOLDIERS SHOULD SEE REVISED SCORES, BASED ON THESE NEWLY ESTABLISHED CEILINGS, IN THE AUTOMATED PPW AS OF 5 DECEMBER 2011.

B. USAR SOLDIERS WILL RECORD THE NEW ESTABLISHED CEILINGS ON DA FORM 3355. A NEW FORM DA FORM 3355 WILL BE PUBLISHED SOON.  THESE CEILINGS MUST BE IMPLEMENTED ON PROMOTION BOARD ACTIONS EFFECTIVE 1 NOVEMBER 2011 IN ORDER TO MEET THE PROMOTION TIMELINE FOR 1 JANUARY 2012 PROMOTIONS.

C. SOLDIERS RECOMMENDED FOR PROMOTION AND INTEGRATED ONTO THE RECOMMENDED LIST DURING THE MONTH OF DECEMBER 2011 (FOR AC) AND NOVEMBER 2011 (FOR USAR) WILL HAVE THESE VALUES APPLIED IN DETERMINING THEIR PROMOTION SCORES.
