I.  HQDA MEMO, DAPE-MPE-PD, 3 APR 07, SUBJECT, ESTABLISHMENT OF AUTOMATIC PROMOTION TO SERGEANT FOR MOS
12P, PRIME PRODUCTION SPECIALIST.

J.  CURRENT RECLASSIFICATION IN/OUT CALL MILPER MESSAGE.

1.  THIS MESSAGE EXPIRES NLT 31 JAN 14.

2.  THE SPECIAL MOS ALIGNMENT PROMOTION PROGRAM (SMAPP) IDENTIFIES SPECIFIC CRITICAL SKILL MILITARY
OCCUPATIONAL SPECIALTIES (MOS) THAT SOLDIERS MAY RECLASSIFY INTO.  SOLDIERS WHO  VOLUNTEER FOR
RECLASSIFICATION INTO ONE OF THE PROGRAM'S DESIGNATED MOS WILL BE PROMOTED  EFFECTIVE THE FIRST DAY OF
THE MONTH FOLLOWING COURSE GRADUATION AND AWARD OF THE NEW MOS.  THIS MESSAGE WILL BE CITED AS THE
AUTHORITY FOR PROMOTION IN THE PROMOTION ORDER.

3.  ALL SOLDIERS SUBMITTING AN APPLICATION FOR ENTRY INTO THE SMAPP:

A.  DO NOT HAVE TO BE PROMOTABLE, BUT THEY MUST MEET QUALIFICATIONS FOR PROMOTION TO THE NEXT HIGHER RANK
INCLUDING NCOES TRAINING AND MINIMUM TIME IN SERVICE AND TIME IN GRADE REQUIREMENTS.

B.  MUST BE FULLY ELIGIBLE FOR REENLISTMENT RETRAINING OR VOLUNTARY RECLASSIFICATION.

C.  MUST BE ENDORSED BY THE FIRST LTC/O5 COMMANDER IN THE SOLDIER'S CHAIN OF COMMAND.

D.  UPON APPROVAL OF RECLASSIFICATION AND ENTRY INTO THE SMAPP, SOLDIERS WILL RECEIVE A MEMORANDUM FROM
HRC.  SOLDIERS REENLISTING FOR RETRAINING OR EXTENDING UNDER THE PROVISIONS OF THE BEAR PROGRAM WILL ALSO
RECEIVE NOTIFICATION MEMORANDUMS.  THE NOTIFICATION MEMORANDUM AND MOS ORDERS MUST BE GIVEN TO THE
MILITARY PERSONNEL DIRECTORATE AT THE GAINING INSTALLATION TO HAVE THE PROMOTION ORDERS PUBLISHED.   

4.  THE FOLLOWING MOS ARE CURRENTLY DESIGNATED FOR THE SMAPP:

A.  FOR PROMOTION TO SERGEANT:

(1) MOS 12P, PRIME POWER PRODUCTION SPECIALIST:

(A) MUST BE A SPECIALIST/CORPORAL; UPON GRADUATION AND AWARD OF THE MOS, SOLDIERS WILL BE PROMOTED TO
SERGEANT.

(B) SOLDIERS MAY REQUEST RECLASSIFICATION INTO 12P REGARDLESS OF THE IN/OUT CALLS OF THEIR CURRENT PMOS.

(C) AS AN EXCEPTION TO PARAGRAPH 3D ABOVE, THE SCHOOL COMMANDANT IS THE PROMOTION AUTHORITY AND WILL
TAKE ACTION TO ENSURE PROMOTION ORDERS ARE ISSUED UPON AWARD OF THE MOS.

(D) INFORMATION AND APPLICATION PROCEDURES FOR RECLASSIFICATION INTO MOS 12P CAN BE FOUND AT
HTTP://WWW.USACE.ARMY.MIL/PPS/

(E) SOLDIERS WILL INCUR A 30 MONTH SERVICE REMAINING REQUIREMENT (SRR) UPON GRADUATION AND AWARD OF THE
MOS.  UPON APPROVAL OF REQUEST FOR RECLASSIFICATION, SOLDIERS MUST TAKE APPROPRIATE ACTION (REENLIST OR
EXTEND) PRIOR TO DEPARTURE FOR TRAINING.  AS AN EXCEPTION, SOLDIERS PARTICIPATING IN THE BEAR PROGRAM MAY
ATTEND TRAINING WITHOUT MEETING THE SRR BUT MUST TAKE APPROPRIATE ACTION (REENLIST OR EXTEND) UPON
GRADUATION AND AWARD OF THE MOS.

(2) MOS 29E, ELECTRONIC WARFARE SPECIALIST:

(A) MUST BE A SPECIALIST/CORPORAL; UPON GRADUATION AND AWARD OF THE MOS, SOLDIERS WILL BE PROMOTED TO
SERGEANT.

(B) SOLDIERS MAY REQUEST RECLASSIFICATION INTO 29E PROVIDING THEY ARE SERVING IN A BALANCED OR
OVERSTRENGTH MOS LISTED ON THE CURRENT IN/OUT CALL MESSAGE PMOS.

(C) SOLDIERS INCUR A 36 MONTH SRR UPON GRADUATION AND AWARD OF THE MOS.  UPON APPROVAL OF REQUEST FOR
RECLASSIFICATION, SOLDIERS MUST TAKE APPROPRIATE ACTION (REENLIST OR EXTEND) PRIOR TO DEPARTURE FOR
TRAINING.  AS AN EXCEPTION, SOLDIERS PARTICIPATING IN THE BEAR PROGRAM INCUR A 24 MONTH SRR UPON GRADUATION.

(D) SOLDIERS MUST PROCESS REQUESTS THROUGH THEIR UNIT REENLISTMENT OFFICE.

(3) MOS 35L, COUNTERINTELLIGENCE AGENT:

(A) MUST BE A SPECIALIST/CORPORAL; UPON GRADUATION AND AWARD OF THE MOS, SOLDIERS WILL BE PROMOTED TO
SERGEANT.

(B) SOLDIERS MAY REQUEST RECLASSIFICATION INTO 35L REGARDLESS OF THE IN/OUT CALLS OF THEIR CURRENT PMOS.

(C) SOLDIERS INCUR A 16 MONTH SRR UPON GRADUATION AND AWARD OF THE MOS.  UPON APPROVAL OF REQUEST FOR
RECLASSIFICATION, SOLDIERS MUST TAKE APPROPRIATE ACTION (REENLIST OR EXTEND) PRIOR TO DEPARTURE FOR
TRAINING.  AS AN EXCEPTION, SOLDIERS PARTICIPATING IN THE BEAR PROGRAM INCUR A 24 MONTH SRR UPON GRADUATION.

(D) SOLDIERS MUST PROCESS REQUESTS THROUGH THEIR LOCAL MILITARY INTELLIGENCE OFFICE AT THEIR INSTALLATION.  
ONCE THE PACKET IS COMPLETED, THE AGENT WILL FORWARD THE APPLICATION TO HRC.

B. FOR PROMOTION TO STAFF SERGEANT: MOS 51C, ACQUISITION, LOGISTICS, AND TECHNOLOGY CONTRACTING NCO:

(1) MUST BE A SERGEANT; UPON GRADUATION AND AWARD OF THE MOS, SOLDIERS WILL BE PROMOTED TO STAFF
SERGEANT.

(2) THE 51C COURSE IS APPROVED AS THE ALC EQUIVALENT FOR THE MOS.  SOLDIERS REQUIRING ALC CREDIT WHEN
SELECTED FOR RECLASSIFICATION ARE REQUIRED TO ATTEND THE TRADOC COMMON CORE TRAINING PRIOR TO
ATTENDING 51C RECLASSIFICATION TRAINING.

(3) INFORMATION AND APPLICATION PROCEDURES FOR RECLASSIFICATION INTO MOS 51C CAN BE FOUND AT
HTTP://ASC.ARMY.MIL/CAREER/APPLICATIONS.CFM.  UPON APPROVAL, SOLDIERS MUST PROVIDE THE APPROVAL
MEMORANDUM TO THEIR SERVICING CAREER COUNSELOR TO OBTAIN A RECLASSIFICATION CONTROL NUMBER (RCN).  
RECLASSIFICATION IS NOT COMPLETE UNTIL THE RCN IS ISSUED BY HRC.

(4) SOLDIERS INCUR A 60 MONTH SRR UPON GRADUATION AND AWARD OF THE MOS.  UPON APPROVAL OF REQUEST FOR
RECLASSIFICATION, SOLDIERS MUST TAKE APPROPRIATE ACTION (REENLIST OR EXTEND) PRIOR TO DEPARTURE FOR
TRAINING.

5.  SOLDIERS WHO FAIL TO COMPLETE TRAINING AS SCHEDULED OR BECOME DISQUALIFIED FOR AWARD OF THE NEW MOS
OR PROMOTION AFTER ACCEPTANCE INTO THE SMAPP, WILL NOT BE ELIGIBLE FOR PROMOTION UNDER THE PROVISIONS OF
THIS PROGRAM.

6.  FOR QUESTIONS CONCERNING REENLISTMENT OR RECLASSIFICATION, SOLDIERS AND LEADERS SHOULD CONTACT THEIR
SERVICING OR INSTALLATION CAREER COUNSELOR.  CAREER COUNSELORS WITH QUESTIONS PERTAINING TO THIS MESSAGE
SHOULD CONTACT RETENTION AND RECLASSIFICATION BRANCH AT HRC.
